Q. How is the value of property estimated?
A. Our staff is continually collecting parcel data. After determining the best approach (sales, income or cost) and analyzing all of the data collected, it is then entered into our computer assisted mass appraisal (CAMA) system to estimate the value of more than 83,000 real property parcels and over 5,600 tangible personal property accounts.

Q. Why would my property value increase if I haven't done anything to it?
A. Real estate values are established by buyers and sellers acting independently. If sale prices in your area increase, the market value of your property may increase. This is basic supply and demand of the marketplace.

Q. Why is my neighbors property assessed at a lower value than my property, when our property is basically the same?
A. Your neighbor may have owned the property for a long time and have a homestead exemption. Parcels that have an approved homestead exemption are also entitled to a Save Our Homes Differential (SOHD) which limits increases in property evaluations.

Q. Can the property Appraiser lower my taxes or change my tax rates?
A. The answer is no. Tax rates and taxes are set by your local taxing authorities, such as School Board, Board of County Commissioners, Water Management District (SJWMD), Municipalities, and Special Voter-approved districts.

Q. How long will it take for a review of my property?
A. We will answer general questions on the phone immediately and refer specific valuation questions to our appraisers. Our goal is to have an appraiser call you within 24 hours.

Q. How do I find out if I qualify for an exemption and how do I apply?
A. We have two locations to serve our county residents (click here to see a map). Applications can be made in person at either of these locations or you can apply by mail. Specific identification requirements must be met for it to be considered for approval. To download an application and apply by mail, click here and select the form 'DR-501 EXEMPTIONS APPLICATION" and download the four available documents. Q. How do I find information on a particular property in Clay County? A. You can locate the information if you know the name (first, last, or even a portion of that name) the street name or the parcel number. Q. What is a Real Property Decal and what is it for? Do I need one?
A. Real Property Decal is required when the owner of the mobile home, travel trailer, or park trailer also owns the land it is affixed to. To find out more about it and the regulations associated with it, click here.

Q. What software is required to get the most out of the Property Appraiser's Website?
A. Although we do not offer support of this software, this is what we use and recommend. Adobe Reader or Adobe Acrobat for use with the forms downloads, Microsoft Access for database software and Microsoft Excel for spreadsheets.

Q. Where do I go to ask questions about or pay my taxes?
A. It is always best to first contact the Clay County Tax Collector to discuss your taxes. You should be able to locate your information online, but a phone call may be necessary.

Q. I'm having a problem opening documents on the site. I received an error message that says "Adobe Plug-in, Unable to locate Adobe Reader" (or something similar).
A. We use Adobe Reader to open and make printable, our forms and certified property record cards. If you already have Adobe Acrobat or Adobe Reader installed, but still receive the error message, you may have an older version. Try updating your Adobe Reader program or you could try this; open Adobe Acrobat, then minimize it. Then try to display the file again. This usually does the trick. If that doesn't work, right click on the document link, then click on "Save Target As" and download it to your PC.
